The ECHS agreement deadline has passed. Verify your hospital's position.

The latest extension we could verify ended on 30 September. Hospitals need an agreement and status check, with clear instructions for admissions and billing.

The ECHS revised-MoA deadline was 30 September 2026; hospitals should verify their agreement and current panel status.

Updated 4 October 2026. The 30 September 2026 deadline in the Department of Ex-Servicemen Welfare's last verified extension has passed. Our review of the public DESW and ECHS sources did not locate a later extension or establish the current status of any individual hospital. An ECHS provider with an unfinished agreement should obtain a written position from its Regional Centre now.

The order dated 27 July 2026 extended the time for empanelled healthcare organisations to execute the revised Memorandum of Agreement. It states that the extension was to enable ECHS to put the implementation arrangements in place. The order does not establish why individual hospitals had not signed.

The undertaking and the agreement are distinct records

The 5 December 2025 implementation letter links deemed de-panelment to failure to submit the required undertaking. The July extension changes the MoA execution deadline. These documents alone do not verify which hospitals were de-panelled after 30 September.

Read the transition as a whole

The December orders required renewal through the online Hospital Empanelment Module and execution of a fresh MoA. They also required an undertaking accepting the revised terms. The published undertaking says it remains binding until the new empanelment process and MoA are completed, or ECHS rejects or terminates it. That wording is not a substitute for confirmation of a hospital's present entitlement to provide services.

The July order also directed ECHS to arrange the opening of fresh empanelment before 30 September. A direction to open a portal does not establish that a particular application has been accepted. A new applicant should verify the available route and keep its acknowledgement, queries and decision together.

Start with the hospital's evidence

The following is Lifeline's management analysis. Put the legal entity, branch and HCO identifier beside four records: the submitted undertaking and acknowledgement, the latest signed MoA, the current portal entry, and relevant Regional Centre correspondence. Record unresolved differences and assign one person to obtain a written answer.

Admissions and the scheme desk need to know what has been confirmed, which services it covers, and who can resolve an exception. If status remains uncertain, obtain instructions for existing patients, planned admissions and pending claims. Avoid making cashless-treatment promises on the strength of an old certificate alone.

Keep this ECHS review separate from CGHS's September de-empanelment and billing instructions. A shared rate framework does not make the two schemes' transition directions interchangeable.

Check the panel's contribution alongside its paperwork

The December ECHS rate framework differentiates by accreditation, hospital type, city and ward entitlement, with procedure-specific exceptions. Review the applicable codes and current amendments against the hospital's actual case mix. Then compare billed value with deductions, outstanding claims and the time it takes to collect. An accepted rate and a bank receipt are different points in that calculation.

Our empanelment guide provides the broader planning context. Lifeline's revenue and finance work can support the records and claims review; the scheme authority determines empanelment status.

This update replaces the earlier future-tense deadline advice and removes the inference that the extensions demonstrated hospital reluctance. It also clarifies that the cited deemed-de-panelment clause concerned the undertaking, rather than asserting a verified blanket consequence for hospitals after 30 September.

CGHS local approvals need a complete file

A September memorandum changes where selected cases are decided. Hospitals should review the evidence, the receiving office and the point at which the file becomes complete.
